New conditions for temporary protection for Ukrainians in the EU starting from August 5, 2026. Learn about the requirements for first-time applicants for protection.
The EU Council has extended temporary protection for Ukrainians until March 4, 2028, introducing new conditions for those applying for the first time.
Starting from August 5, 2026, Ukrainian citizens applying for temporary protection for the first time must confirm compliance with military obligations or have legitimate grounds for exemption from them.
The focus is on the legality of leaving Ukraine, which can be confirmed by border crossing data or a stamp in the passport. If necessary, a document regarding military registration status may be required. The Ukrainian application “Reserve+” can be used as confirmation, through which an electronic military registration document is generated.
The new rule applies to all Ukrainian citizens with military obligations, including women. An exception is made for those who have already benefited from temporary protection in the EU before August 4, 2026, and continue to do so without interruption. In such cases, when renewing APS in France, the new requirement does not apply.
