What changes in France from 1 October 2026: ETIAS, patient medical charges, Mon soutien psy, housing benefits, gas prices and rental leases.
From 1 October 2026, a number of changes take effect in France, covering entry rules, health insurance, housing benefits, gas prices and rental agreements.
ETIAS authorisation for visa-free travel
The European Union is preparing to launch ETIAS. It applies to nationals of countries who currently do not need a visa for short trips to France and other Schengen countries.
Before travelling, visitors will register online in advance and obtain an electronic authorisation. The system is expected to launch between October and December 2026; the EU has not yet announced an exact date.
Patients pay more out of pocket
Part of the cost of medicines, medical procedures and doctor visits is not reimbursed by health insurance and is paid by the patient. From 1 October, the annual cap on these charges rises from €100 to €140.
Children, pregnant women and recipients of the state complementary health cover CSS remain exempt.
Mon soutien psy: no more full upfront payment
The rules of the state mental health programme Mon soutien psy are changing. Patients no longer pay the full session upfront and wait for reimbursement: the share covered by health insurance is paid directly to the psychologist.
Mon bilan prévention: physiotherapists join in
France runs a free preventive check-up programme, Mon bilan prévention. From 1 October, physiotherapists can also carry out these check-ups, and the appointment is fully covered by health insurance.
The programme is available at ages 18–25, 45–50, 60–65 and 70–75.
Reimbursement of period products
Health insurance starts reimbursing certain reusable period products bought in pharmacies. This applies to women under 26 regardless of income, and to CSS recipients regardless of age. Reimbursement is limited to two products per year.
Housing benefits APL, ALF and ALS
From 1 October, the main housing benefits — APL, ALF and ALS — are revised. The expected increase is about 1.15%. The recalculation is automatic; no new application is needed.
Gas prices rise by 6.3%
The benchmark gas price in France rises by 6.3%. Bills go up for contracts whose price is linked to this benchmark. Fixed-price contracts are not automatically affected.
New rental lease templates
Updated official templates for leases of a main residence come into force. They apply to new leases and to leases renewed after 1 October. Existing leases do not need to be redone.
Vehicle towing costs more
Fees for towing vehicles and storing them in the pound are going up.
Fuel aid extended
For the last three months of 2026, the state is extending support measures in response to high fuel prices, including aid for people who drive a lot for work. Some categories of workers can receive €100 for three months; eligibility depends on income and professional situation.
